Outdoor thermometer reading slowly

My car's outdoor thermometer seems to freeze or respond very slowly. For example, it stayed at -16°C while the actual temperature was -1°C. Sometimes it takes a long drive before the display catches up, could this be a sensor, meter, or software issue?
 
Likely a faulty ambient temperature sensor or poor sensor placement near heat sources. These sensors can get sluggish or stuck. Check for ice buildup around sensor or have it tested at a service center.
 
Thanks! I'll check the sensor for ice or obstruction and see if it's poorly placed. If that doesn't help, I'll have a service center test it
